@Mary Hui, China’s leaders are smartly concerned about the country falling into the “middle income trap.” That is, many countries can develop institutions and policies that attract foreign investment and develop halfway, before stalling.
To become a fully developed, wealthy nation, China's government is directing huge sums of money into technology, from EVs, drones, AI, rocketry…etc. The hope being that China will “innovate” its way out of the trap.
China’s attempt to replicate Starlink here is certainly ambitious, but without reusable rocketry, it simply cannot even be close to profitable. Perhaps China will get reusable rocketry soon, the sooner the better.
